Syria pro-government forces enter Afrin to aid Kurds against Turkey: Pro-Syrian government forces entered Syria’s northwestern Afrin region on Tuesday to help a Kurdish militia there fend off a Turkish assault, raising the prospect of a wider escalation of the conflict. Turkish President Tayyip Erdoğan described the convoy as being made up of “terrorists” acting independently. He said Turkish artillery fire had forced it to turn back.

Turkey yet to issue Gazprom permit for TurkStream land pipeline: Ankara is claimed to authorize Gazprom, which has a de facto monopoly on Russian gas exports by pipeline, to start building two undersea sections of the TurkStream project. If completed, the 7 billion euro ($8.6 billion) pipeline would allow Russia to reduce its reliance on Ukraine as a transit route for its gas supplies to Europe.

Turkey extends blockade on South Cyprus’s drilling activities in the Mediterranean: By issuing a new Navtex (notice to mariners), Turkey effectively extended a blockade that prevents offshore drilling for natural gas by Italian energy firm ENI inside the South’s exclusive economic zone. Two weeks ago Turkey sent warships to the region saying that they would be participating in military drills in waters off the east of the island, blockading the Saipem 12000 drillship while en route to Cuttlefish, a site in bloc 3 where it was scheduled to drill an exploratory gas well.

Czech court orders release of PKK-affiliate PYD’s former leader Salih Müslüm despite Turkish extradition call: Salih Müslüm was detained in Prague at the weekend at the request of Ankara, which accuses him of aggravated murder and disrupting the Turkish state. “The court ruled Mr. Müslüm will be released,” said Marketa Puci, a spokeswoman for the Prague Municipal Court. The decision means Turkey can file an extradition request within a 40-day period, but Muslim is free to leave the country.

Turkey Security Incident Overview – 3 Months (December 1, 2017 – February 28, 2018)

Envisioning Russia’s Relation with PYD within Syrian Context

Even though Russia had stated that "It is impossible to mention Syria's future without considering the involvement of the Kurds to the negotiations" and wanted to include PYD -whom Russia does not conceive as a terrorist group- to the process, the relationship between Turkey and Russia is getting stronger. The reason behind this is Russia's envision for Kurds in Syria which anticipates PYD is dependent on Damascus in most of the political areas unlike the United States' broader approach which enables PYD to act on its own. In that sense, Turkey's position seems to be more related to Moscow's. However, this strong relationship may collapse since Russia insists on continuing its terms with PYD even though Turkey has revealed its stance towards this situation. Thus, this may pave the way for a crisis between Russia and Turkey in the future because Russia could increase her support for PYD or could provoke the regime against Turkey. Besides, she may reconcile with the United States or awake PKK in order to convert Turkey's attention to Euphrates’ East.

Security is not about manpower, legitimacy or technology, it is about wisdom of business, management skills and expertise on communication.

Bridge Security

People and goods are moved through the bridges which are the choke points and vital part of the transportation system. Therefore, bridges are among the critical infrastructures which are vulnerable to crimes and terrorist threats. Threats to bridges can vary from precision demolition attack to fire. An aggressor can employ various tactics such as waterborne attack tactic to moving vehicle bomb tactic. The new security threats emerged in the age of terrorism introduce new challenges which cannot be met with the traditional security understanding.

Bridge security contains the wide-ranging issues that must be considered to ensure that adequate measures are taken to protect the asset and the people and goods that utilize the asset. In this regard, the bridge security has to be started with the initial design phase of the architectural project. Therefore, security operation management should focus on three phases: 1. Design, 2. Construction, 3. Operation. Each phase has special characteristics in terms of threat, risk, vulnerabilities, and priorities. DRK’s security philosophy ensures the construction of a comprehensive bridge security architecture through the application of a distinct approach as framed below:

  • Referring to Political/Security Analysis provided by high-level Strategic Experts and Academics,
  • Using Special Concepts prepared on the ground of best practices and literature review,
  • Conducting Security Surveys/Risk Analysis and Threat Assessment,
  • Identifying Mitigation Strategies,
  • Integrating the component of Security Architecture,
  • Monitoring the Implementation of the Measures and Conduct,
  • Training the staff and Testing of the Business Continuity Plan,
  • Assisting in case of Emergency and Crisis.
