Prominent Regional Security Issue

Turkey’s Strategic and Political Positioning Amongst the USA and Russia in Syria

As a regional power, Turkey has certain national security concerns related to Syrian conflict. Syrian territorial integrity and the elimination of the terrorist groups YPG/PYD, ISIS, etc. are the prominent Turkish foreign policy objectives. Although there have been policy fluctuations about Syrian conflict, Turkey has so far achieved to manage a balanced foreign policy with US and Russia.

Despite the fact that Turkey is a NATO member, growing political and military cooperation between Turkey and Russia is an indicator of a wider strategic military relationship. Above all, Astana process ensured that Turkey was one of the guarantors in Syrian conflict along with Russia. In this context, joint patrols have started near Tel Rıfat, in the north of Aleppo City on February 14. Both states’ officials declared in Moscow that Russian and Turkish troops would jointly patrol Syria's Idlib soon also.

Similarly, in the context of Turkish Navy “Blue Motherland 2019” exercise, joint naval maneuvers were held in the Black Sea on March 8, 2019. On the other hand, on April 9, both leaders in Moscow have shown determination on cooperation in Syria and in S-400 procurement process as well. Energy investments, deepening military and political relationship, close coordination in Syria has indicated that Turkey–Russia relations would be promising.

PYD/YPG, declared as a terrorist organization by Turkey and EU, has been an obvious threat for Turkey in the northeastern Syrian border including Manbij. Ankara decisively reiterated that ongoing US support to PYD/YPG units was unacceptable. There has been disaccord about how to establish a “buffer” or “safe” zone in the northeastern part of Syria. As known, Turkey’s medium/long range missile defense requirement has fallen on deaf ears in Washington. As such, Turkey has decided to procure the S-400 systems. US have been strongly opposing the process and threatened Turkey to apply some economic sanctions and to reevaluate the F-35 purchase process.

On the other hand, discussions on Patriot systems procurement by Turkey have been ongoing with US officials. Turkish security officials declared that patriots would not be a replacement of S-400 systems but would be additional defense systems. There has been conflict of interest between Turkey and USA in Syria. Despite the sharp fluctuations and deep odds in mutual relations, Turkey and USA have been patrolling along the Northeastern part of Turkish- Syrian border.

Except for swirling moments in mutual relationship with US and Russia, Turkey has achieved to be vigilant and unflappable in Syrian policy and found a way to cooperate with two parties.

Physical security is defined as the combination of measures which are designed to deny unauthorized access to corporate’s facilities, to deter the hostile intruders and to protect personnel and property. Physical security components provide isolation of the security project from the outer world and designate the area of responsibility for security managers.

Physical security measures, in harmony with an appropriate security plan, are one of the most important parts of a security project. However, physical security components and measures solely are meant to be passive precautions and to serve only for detection and delay. It should be noticed that any barrier could be breached with sufficient time and equipment. Therefore, all physical measures should be observed or checked with personnel or technology-based equipment.

Latest Developments in Security World

Physical security components are the visible part of the security system and play a crucial role as a disincentive factor. Screening technology, especially X-ray detection system, is one of the main parts of physical security devices.

X-ray devices have developed and varied from size and shape since it has been used in daily life. Portable x-ray devices which weigh less than 4 kgs can be used in different environments such as temporary checkpoints, defusing IED/explosives, etc.  It is possible to detect guns, explosives, drugs, etc. with such equipment. A suspected case is placed between an x-ray generator and a flat part. With a wireless connection, any suspicious material can be seen on the remote computer which has special software.

Screening systems are widely used in malls, ports, airports, and customs. Such systems provide continuity and precision. Experts have been working for better technologies. Technology that could speed up and enhance security checks at airports is being developed by researchers. Shoe scanners analyze shoes and when the machine detects something that should not be a part of them, the system warns the guards.

Another research subject is to search passengers with their coats on with full pockets. It is a combination of artificial intelligence and body scanners which is still in use in airports. The system will learn daily which is suspicious and normal. It will eventually speed up the passenger inspection process. Technologic integration to security project will surely empower the capability of all security components.
