Regional Developments

Huge PKK ammunition cache discovered in northern Turkey: Security forces seized a significant amount of ammunition believed to belong to the outlawed Kurdistan Workers’ Party (PKK) in the Black Sea province of Trabzon on Dec. 5 after a bear dug up soil. Among the ammunition items seized were three kilograms of plastic explosives, four remote electric fuses, some rifles and bullets, four hand grenades, two handsets and a large amount of survival supplies.

Iraq declares war on Islamic State is over: Prime Minister Haider al-Abadi told a conference in Baghdad that Iraqi troops were now in complete control of the Iraqi-Syrian border. The border zone contained the last few areas IS held, following its loss of the town of Rawa in November. The US state department welcomed the end of the "vile occupation" of IS in Iraq and said the fight against the group would continue. Iraq's announcement comes two days after the Russian military declared it had accomplished its mission of defeating IS in neighboring Syria.

US Sends New Weapons to YPG: US sent new weapons and military vehicles to People's Protection Units (YPG). New weapons, including armored vehicles, were transferred through Hasakah and entered from northern Iraq to the Kurdish militias.

Vladimir Putin announces Russian withdrawal from Syria during a visit to airbase: Speaking to soldiers at Russia's Khmeimim airbase during his first trip to Syria, Mr. Putin said he was ordering the defense minister and head of the general staff to begin withdrawing Russian forces to their home bases. The announcement comes after the defense ministry said last week that Russia had “completely liberated” Syria from the Islamic State of Iraq and the Levant (Isil).

U.S. Department of Defense has decided to give $500 million of arms support to YPG in 2018: In spite of Turkey's sharp criticism of its cooperation with the YPG, the U.S.'s ratified defense budget will set aside half a billion dollars of military support to the SDF in Syria. In the details of the budget, it is stated that there are 25,000 armed people in the field, with an additional 5,000 people to be trained in 2018.

Islamic Cooperation declares East Jerusalem as Palestine’s capital: The 57-member Organization of Islamic Cooperation (OIC) has recognized East Jerusalem as the capital of the State of Palestine and invited other countries to follow suit. The organization’s decision, reached during an extraordinary summit in Istanbul on Dec. 13, counters the U.S.’s recognition of Jerusalem as the “undivided” capital of Israel.

PKK-PYD-ISIS, Interactions; Future Possibilities on the Regional Terrorism Developments

The US-backed PKK, under the disguise of SDF, interacted with ISIS in many ways and emerged as a significant actor in the region. Gained during this interaction, PKK inherited various fighting tactics from ISIS and employed them in Turkey. PKK is expected to use ISIS’s strategies and tactics in the upcoming seasons.

  • The conflicts in Syria and Iraq paved the way for the PKK to fill the void and increase its sphere of influence.
  • A new paradigm emerged in the international relations: alliance formation between a state and terrorist organization. The US collaboration with PYD, namely with PKK, is a unique example in the political literature.
  • PKK developed new fighting skills inspired by ISIS. Furthermore, it gained an enormous amount of military hardware from the western nations.

Business continuity planning “is about achieving a balance between preparing for situations in which contingency plans will have to be used, while at the same time doing everything conceivable to stop them ever having to be used” (Borodziz, 2005: 87 cited in Business Continuity, Peter Speight, 2011). Many studies demonstrate the lack of corporate’s security culture to prepare for a possible disaster. A company should take all appropriate measures to minimize the devastating effects of the risks and ensure the resilience of the organization through developing a comprehensive BCP.
